Component 4: Implementation of Policy and regulatory framework(s) relating to ABS provisions at national level and thereby contribute to international ABS policy issues.


Activities:

  1. Undertake gap analyses on policy and regulatory issues and awareness for implementation of ABS provisions within the BD Act.
  2. Facilitate dialogues at inter-ministerial level on effective realization of ABS provisions within the BD Act
  3. Establish an intersectoral task force to provide guidance on sectoral contributions and implications on ABS issues
  4. Develop a process documentation manual on ABS
  5. Sharing of experiences and information with other countries at regional and international fora.
Outputs:
1)
Participated in the review committee meeting on Genetic manipulation, organised by the DBT, ICAR-DARE and seed Industry and discussed issues of biotechnology and ABS.
2 )
Provided required inputs during the expert committee meeting on ABS to facilitate the better implementation of penal provisions of the BD Act.
3 )
Organised a consultation on technology transfer with industries and science and technology institutions to understand the ABS related business process and provided adequate inputs to the policy dialogues.
4 )
A draft sectorial guidelines on medicinal plants and Normally Traded Commodities is underway.
5 )
Provided comments and inputs to the expert committee on BMCs for the preparation of the operational BMC guidelines for the effective strengthening of the BD Act at local level.
6 )
Prepared a training manual on Process documentation (PD) – The manual provides flow chart on Economic valuation, process involved in entering ABS agreement and steps involved in the preparation of PBRs. This manual will help the SPUs to follow the step wise process in implementing the project.
7 )
Coordinated SAARC Capacity building workshop on ABS and TK and National legislation on BD Act. This training programme on national legislation on biodiversity for Government officials of the SAARC member states was held on 29th -31st August, 2012 at Hotel Radisson Blu, Mamallapuram. Participants from SAARC countries and the officials from the SBB and NBA staff participated.

PMU has involved in conduct the ASEAN – India Capacity Building Workshop on Nagoya Protocol on Access and Benefit Sharing and Traditional Knowledge. The ASEAN India workshop on Access and Benefit Sharing and Traditional Knowledge was held on 04th -05th September, 2012, at Hotel Ashok, New Delhi. The objectives of the workshop is to exchange and share experiences among India and ASEAN Member States on issues of access and benefit sharing and traditional knowledge (ABS-TK) for effective implementation of national ABS provisions in the context of Nagoya Protocol and to identify future areas of cooperation.

PMU also organized the Capacity building workshop for African nationals. The Capacity building workshop for African nationals on Nagoya Protocol on ABS, TK and Supplementary Protocol on Liability and Redress of Bio-safety was held in Bengaluru, India during 11th-13th February 2013.
